Grant for Hiring a Sales Manager in Singapore (2026)
In short
Hiring a sales manager? 129 of 136 live manager ads start at S$3,500 or more, so pay is rarely the CCP problem. Route, timing and commission decide it.
In short: Yes, usually. The grant for hiring a sales manager in Singapore is the Career Conversion Programme (CCP), which pays up to 70% or 90% of a new hire's salary while they train, according to the SWDA factsheet. For this role, pay is rarely the problem: in our 5 October count, 129 of 136 live sales and business development manager ads started at S$3,500 or more. What decides it is fixed pay, the route and the timing. S$3,000 basic is our own screen; the SME partner we checked asks S$3,500 fixed. Filing with us starts with a SGD 100 consultation, then SGD 2,250 to proceed.
Key takeaways
- Of 136 unique sales and business development manager ads we read on MyCareersFuture on 5 October 2026, 129 advertised a minimum of S$3,500 or more. The median minimum was S$5,000.
- Only 14 of 136 paid partly in commission. 12 of those 14 still advertised a minimum of S$3,500 or more. Where a package fails, it is the fixed part.
- In the same week, 66 of 829 company-specific CCP listings on the government's list named a sales or business development manager role. Other employers have already filed this role.
- Pick the route before the offer letter: CCP for SME Professionals for most SMEs, the retail CCP for retailers, the ICT sales tracks for tech sellers.

Is there a grant for hiring a sales manager in Singapore?
Yes. The Career Conversion Programme, run by the Skills and Workforce Development Agency (SWDA), pays part of a new hire's salary while that person trains for a new role. In its Place-and-Train mode, you hire someone switching careers and give them structured on-the-job training (OJT). The government then reimburses part of the monthly salary for the training period.
Sales and business development sit squarely inside it. The CCP for SME Professionals factsheet lists Sales and Marketing, Business Development among its job role areas. So a car dealer, an interior design firm, a tuition group or a builder bringing in a sales manager from another industry is asking the right question.
Three conditions do the sorting. The person must be a career switcher, not a sales manager moving sideways in the same trade. The job must be full-time on a permanent contract or one of at least a year. And the fixed pay must clear the line the programme partner prints. Our CCP grant guide for employers covers the scheme as a whole; this page is about the sales manager hire.
What do sales manager ads pay, and is pay the problem?
Most owners assume the salary line is the hurdle. For a manager role, our census says otherwise. We read every unique ad returned by two MyCareersFuture searches on 5 October 2026, "sales manager" and "business development manager", newest first, and kept the ones whose title named the role.
| Advertised monthly minimum | Ads | Share |
|---|---|---|
| Below S$3,000 | 3 | 2% |
| S$3,000 to S$3,499 | 4 | 3% |
| S$3,500 or more | 129 | 95% |
| All ads | 136 | 100% |
Source: our read of 136 unique MyCareersFuture sales and business development manager ads, 5 October 2026. Ads show asking pay, not signed contracts.
Which means: if you are hiring at manager level, our MyCareersFuture census says your package almost certainly clears S$3,500 already. The median advertised minimum was S$5,000, and the median maximum S$8,000.
14 of the 136 ads paid partly in commission, and their minimums ran from S$2,000 to S$7,000. Commission is where to look, though rarely where it fails: only 2 of those 14 advertised a minimum under S$3,500. One ad read: "Basic salary: $2,000/month + Uncapped Commission" (ad 1489f51e in our dataset). Another: "Base S$3,500-4,000/month + 5% commission" (ad aa8f77f6 in our dataset). The partner pages we read work on fixed salary, so the basic is what gets tested. Our guide to what counts toward the salary line explains how commission and allowances are treated. Here it is enough to say: a S$2,000 basic with uncapped commission will not clear a S$3,500 fixed line, however good the earnings look.
Have other firms got CCP approval for a sales manager?
The government's CCP list on MyCareersFuture carries two kinds of entry. Most are sector programmes run by a partner. The rest are company-specific listings, each tied to one employer and an application number. On 5 October 2026 there were 829 of those.
We read every one. In short, yes: 66 named a sales or business development manager role, about one in twelve. 30 used the word sales; 36 named business development only. Half were single-role listings; the rest paired the sales post with roles such as operations, marketing or project management. All 66 were live, with expiry dates between June and December 2027.
Which means two things. First, this role is a routine CCP filing, not an edge case. Second, the company-specific route is real for sales hires. What the list does not show is which partner approved each listing, how many people were hired under it, or what they were paid. We name no firm here; the role counts are in the dataset below.
Which CCP route fits a sales manager hire?
The route depends on what your company does and how big it is. Here is how we read the live options for a sales or business development manager.
| Route | Fits | Fixed-pay floor | Live to |
|---|---|---|---|
| CCP for SME Professionals | SMEs of up to 200 staff or S$100 million turnover, any trade | S$3,500 (SBF) | 31 Dec 2027 (SBF, SNEF rows) |
| Retail CCP (SRA) | Retailers hiring into retail roles | S$3,500 for PMET roles | On the 2026 list |
| ICT Sales and Marketing tracks | Firms selling technology products or services | Set per track | 30 Sep 2027 |
| Company-specific listing | Any employer; filed for your own roles | Not published | Per listing |
For most SMEs in the four trades we focus on (automotive, education, interior design and construction), CCP for SME Professionals is the natural fit. SBF's page caps the firm at 200 staff or S$100 million in sales and puts the fixed-pay floor at S$3,500, with a contract of at least 12 months. A temporary cut to S$3,000 covered only new-hire files submitted and approved by 30 June 2026. On the government list, the SBF and SNEF rows run to the end of 2027, while two other partner rows end on 31 December 2026, so check which partner you file with. Our guide to CCP for SME Professionals sets out the rest.
If you sell in a shop, SRA's retail CCP covers new or redesigned retail roles, with six months of OJT for new hires. Whether a car showroom or a design studio counts as retail isn't stated, so ask SRA first. Our guide to the retail CCP has the detail.
If what you sell is software or tech, the ICT sales and marketing tracks may fit better; see the ICT sales and marketing tracks.
Our call: start from SME Professionals, rule it out only for a clear reason, and settle the route in writing before you advertise.
How much is the support worth on a sales manager salary?
The SWDA factsheet sets two rates. The standard rate is up to 70% of monthly salary, capped at S$5,000 a month. The enhanced rate is up to 90%, capped at S$7,500, for Singapore Citizens and PRs aged 40 and above or unemployed for six months or more. The SME Professionals factsheet describes a three-month programme for new hires; retail runs six months for new hires.
| Fixed monthly pay | Rate | Monthly support | 3 months | 6 months |
|---|---|---|---|---|
| S$3,500 | 70% | S$2,450 | S$7,350 | S$14,700 |
| S$5,000 | 70% | S$3,500 | S$10,500 | S$21,000 |
| S$5,000 | 90% | S$4,500 | S$13,500 | S$27,000 |
| S$8,000 | 70% (capped) | S$5,000 | S$15,000 | S$30,000 |
Our arithmetic on SWDA's published rates and caps. The real amount is set per approval and is "up to"; programme length depends on the route.
Which means: on a S$5,000 sales manager at the standard rate, a three-month programme is worth about S$10,500 before any fee. Hiring someone aged 40 or over lifts that to S$13,500; our page on the 90% rate for hires aged 40 and over covers who qualifies. For how reimbursement is worked out month by month, see how CCP salary support is calculated.
When is this grant the wrong plan?
Some sales hires should hear a straight no. Better now than after the offer letter.
- The package is commission-led. If the basic sits under the programme floor and the rest is commission, the fixed pay is what gets tested. Raise the basic or drop the grant from your plan.
- The person is connected to you. SWDA's FAQ excludes shareholders, people related to whoever decides on the application, immediate ex-staff, and people related to the owners. Our page on the four CCP exclusions walks through each.
- The hire has already started and the clock is short. SWDA's FAQ ties a new hire to approval within three months of the employment start date.
- The role covers markets outside Singapore. A regional business development hire based overseas is a different question; our guide to hiring a regional business development manager covers it.
- The person is already a sales manager in your trade. As we read the programme, CCP pays for a career switch, and a like-for-like move between competitors is not one.
What should you settle before the offer letter goes out?
- Fix the pay as fixed. Write a fixed monthly salary of at least S$3,500, the floor on SBF's page, into the offer if you can. Commission can sit on top.
- Choose the route. SME Professionals, retail, ICT or a company-specific filing. Confirm which partner will take the file and whether its row runs past your start date. Our page on who files a CCP application explains who does what.
- Count back from the start date. SWDA wants approval within three months of day one. SBF warns that files sent with less than four weeks left for approval will be rejected. Our page on the 3-month CCP approval deadline shows how to plan it.
- Check the person. Career switcher, Singapore Citizen or PR, none of the four exclusions.
- Draft the training plan. The partner needs structured OJT for a sales manager: products, pipeline, pricing authority, key accounts.
- Budget the cost. Our fee starts with a SGD 100 consultation, then SGD 2,250 to proceed, as set out on our pricing page.
FAQ
How do I apply for CCP for a sales manager hire?
You apply through the programme partner for your route; the SWDA FAQs point employers to the partners rather than to SWDA itself. For most SMEs that is a CCP for SME Professionals partner such as SBF or SNEF. The partner checks the company, the person and the training plan, and approval has to land within three months of the hire's start date. Settle the route and the fixed pay before the offer letter, then file early enough to leave the partner at least four weeks.
Does a business development manager count the same as a sales manager?
For the grant, yes in practice. The CCP for SME Professionals factsheet groups Sales and Marketing with Business Development as one role area, and in our count 36 of the 66 company listings named business development only. What matters is that the hire is switching careers into the role, on fixed pay that clears the partner's floor.
What if the sales manager earns more than the cap?
The support still applies, but it stops at the cap. At the standard 70% rate the monthly cap is S$5,000, so a S$8,000 manager gets the same S$5,000 a month in support as a S$7,200 one. At the enhanced 90% rate the cap is S$7,500. The SWDA factsheet sets both caps.
Check the role before you sign
Before the offer letter goes out, run our one-minute eligibility check on the role and the person. It asks the salary, citizenship and start-date questions above. If it clears, the published payment options unlock and we file. If it doesn't, you'll know before anyone's salary depends on a grant. Questions? Email us.
Method
On 5 October 2026 we fetched the full CCP scheme list from the MyCareersFuture API once, with a named user agent, and kept the raw file with its checksum. The frame was every company-specific entry naming a firm and an application number: 829 listings. A word rule fixed before coding flagged 68 that paired sales or business development with a manager title. We read all 68 by hand and excluded two whose title was not a sales manager role, leaving 66.
For pay, we ran two MyCareersFuture searches the same day, "sales manager" and "business development manager", newest 100 each. 144 ads named the role in the title; we fetched each full ad and removed identical re-posts, leaving 136. A word rule flagged 28 mentioning commission or incentives. We read all 28: 14 paid commission or a sales incentive; 14 used the word for something else, such as engineering commissioning or targets. We also read 10 random unflagged ads and found no commission.
Limits
Ads show asking pay, not signed contracts, and some minimums may quote total earnings. The pay read covers two searches on one day, newest 100 each, not every ad, and fewer than ten named one of our four focus trades, so it is a cross-industry picture. A listing shows an approved company-specific CCP, not how many people were hired, their pay, or which partner approved it. Our rule reads role titles only, so a listing that calls the job something else is missed; 66 is a floor.

Not sure whether your hire qualifies?
The eligibility check takes about a minute and costs nothing. If you do not qualify, we will say so.
And if you do qualify and we take the file on: either the subsidies come through, or the cost is on us. The terms, including how many resubmissions are covered, are published in full on the pricing page — nothing about them is decided here.
