Grant for Hiring a Regional Business Development Manager: 3 Options
In short
A Singapore-based regional BD hire fits CCP-SME, not OMIP. Compare OMIP, CCP-SME and CCP-WSTP by location, company size, SSIC code and salary floor.
The grant for hiring a regional business development manager is usually CCP for SME Professionals if your hire stays in Singapore and travels. OMIP doesn't fit that role. CCP for Wholesale Trade Professionals is an option only for companies coded in wholesale trade (SSIC 46). Start with the job's actual working arrangements.
We read the official documents on 30 September 2026. Of the distinct ones that print a salary floor, 5 of 11 gave a figure you can no longer use.
Key takeaways
- OMIP needs a posting in one overseas market for at least 6 consecutive months.
- CCP-SME's current salary floor is S$3,500 fixed a month.
- Wholesale trade eligibility starts with your company's SSIC 46 code.
- On a S$5,000 salary, CCP-SME's 70% rate comes to S$10,500 over three months, by our arithmetic.
- For the two CCPs, approval and training must start within 3 months of your hire's first day.
Why is a regional sales hire hard to fund?
Most grants for hiring are tied to a role, not a title. A regional title doesn't tell you which programme fits. Where the person works matters more. So does the size of the career change.
You may have read that OMIP is the programme for regional expansion. For a role based in Singapore, it isn't. The reason is in the rules, not the job title.
You might need someone to visit customers across several countries. Or you might need someone to move overseas and build a market. Those jobs can share a title. They don't share a funding route.
The person's background matters too. An experienced candidate isn't automatically a suitable conversion hire. Compare their previous work with your proposed role.
That's why we start with the hire, not the programme's name. Write down where they'll work and what they'll learn. Then check your company's size and industry code, and only then your salary budget.
This article covers new hires only. It helps you choose which route deserves a closer look before you commit.
What does each programme pay for a new regional hire?
Each programme supports a different hiring arrangement. Use this comparison to find a possible fit, then check the conditions below.
| Programme | Where the hire works | Company must be | New-hire salary floor today | Support | Months supported |
|---|---|---|---|---|---|
| OMIP | Relocated to one overseas market | Incorporated in Singapore; SMEs and MNCs both eligible | S$4,000 fixed monthly | 70% salary, capped at S$5,000 monthly; 70% approved allowances, capped at S$3,000 monthly | Up to 9, only while overseas (posting of at least 6 consecutive months) |
| CCP-SME | In the qualifying role; our reading finds no domestic-only restriction | Not more than 200 staff OR annual sales turnover not more than S$100 million | S$3,500 fixed monthly | Up to 70%, capped at S$5,000 monthly; eligible enhanced rate up to 90%, capped at S$7,500 | 3 |
| CCP for Wholesale Trade Professionals | In a qualifying wholesale trade role | Singapore-registered, with primary or secondary SSIC 46xxx | S$3,000 gross monthly; the slides print S$4,000, with a footnote reducing it to S$3,000 until 31 December 2026 | Up to 70%, capped at S$5,000 monthly; eligible enhanced rate up to 90%, capped at S$7,500 | 4 for specified commercial roles, subject to clarification; 6 for the trade, finance, risk and procurement tracks |
Salary support isn't the whole hiring budget. You still pay the employee and manage the training. For relocation, read what OMIP commits you to before choosing that route.
Where will your hire sit for the first six months?
OMIP fits a genuine overseas relocation. It doesn't fit someone based in Singapore who makes regional business trips.
SBF's OMIP page asks for at least six months based in one identified country on a relocation basis. It rules out business-as-usual postings such as one-off project travel.
SWDA's OMIP deck says funding runs only while the employee is overseas, for up to nine months. Its employer FAQ puts the question plainly:
“Can my company break up overseas training with weekly returns to Singapore?”
The deck doesn't permit scheduled frequent returns. The hire must also have no prior experience working in that market. Work done from Singapore, or short business trips to the market, doesn't count against the hire.
Decide first whether your business actually needs someone living overseas. Let that decision lead the application, not the funding.
Is your company small enough for CCP for SME Professionals?
You meet the size test if either threshold applies. You don't need to satisfy both.
The limits are not more than 200 staff or annual sales turnover not more than S$100 million. SBF's CCP-SME page also requires full-time employment and a contract lasting at least 12 months.
The new role must be substantially different from the hire's previous role. If the two roles are similar, the previous one must have been at a non-SME.
The government factsheet lists sales and marketing and business development among the role areas. We found nothing that limits it to domestic work. So a regional remit, on its own, doesn't rule the programme out. The real question is whether the company and the career change fit.
Use our guide to CCP for SME Professionals for the fuller requirements. Here, the key decision is whether this is a genuine conversion.
Does CCP for Wholesale Trade Professionals cover a business development hire?
Possibly, but your company needs the right industry code. The published role documents also conflict.
SBF's August 2026 slides require primary or secondary SSIC 46xxx. They give four months for wholesale-trade-specific marketing, business development, sales and accounts new hires. The trade and procurement tracks, like finance and risk, receive six months.
However, the whitelist SBF still links, last updated 23 December 2024, lists Business Development Manager as Job Redesign only. That list doesn't settle a new-hire application.
Get SBF's answer in writing before relying on this route. Send the actual duties, not just the proposed title.
Watch the salary floor too. SBF's page asks for at least S$3,000 gross a month. The slides print S$4,000 for new hires, reduced to S$3,000 only until 31 December 2026. A later application may face the higher figure.
Why do 5 of 11 official documents print a salary floor you cannot use?
All five are CCP-SME documents. The OMIP and wholesale trade files we read agree with their own programme pages.
The September 2025 government factsheet and government FAQ print S$3,000 without a time limit. SBF links copies of both, which we counted once. ASME's FAQ prints the same figure but limits it to applications approved before 30 June 2026.
SBF's current floor is S$3,500. The lower figure applied only to applications submitted and approved by that earlier deadline.
SBF's own documents don't agree either. Its CCP-SME slides print S$3,500 on the eligibility slide and S$3,000 on the comparison slide, with no date. Its new-hire application form still asks about S$3,000, with a note that the lower floor ran only until 30 June 2026.
SNEF's factsheet wouldn't download for us on the day. When our CCP-SME guide read it on 19 September, it printed S$3,500. We left it out of the count rather than guess.
Confirm the applicable floor with the programme manager before preparing the offer letter, and keep the answer with your hiring records. Don't choose the lowest figure simply because it appears in an official PDF.
Which grant for hiring a regional business development manager fits? Our call
Our judgement depends on the job and the company together. These scenarios show how we would narrow the choice.
| Scenario | Our call | Why |
|---|---|---|
| A: Engineering-services SME, 40 staff, not wholesale-coded. Singapore-based hire visits three markets monthly. Salary S$5,000. | CCP-SME, subject to conversion. Not OMIP. | The role must be a real conversion, or the hire must come from a non-SME. |
| B: Any size company. Hire moves to Ho Chi Minh City for eight months. Never worked in Vietnam. Salary S$5,500. | OMIP grant. | The planned move fits the overseas immersion arrangement, subject to the remaining requirements. |
| C: SSIC 46 distributor, 350 staff and S$180 million turnover. Singapore-based BD manager. | CCP-WSTP only if SBF accepts the BD role, or it fits trade or procurement. | The company isn't an SME. The commercial-role route needs written clarification. |
| D: Experienced regional BD manager joining from another SME to perform the same job. | None of these three on the stated facts. | The conversion test fails. |
| E: Salary offer of S$3,200. | Only consider CCP-WSTP for a company coded 46. | The offer falls below the other floors. The wholesale concession is time-limited. |
These are our calls on the facts as stated, not approval decisions.
What is the support worth at S$5,000 a month?
The amounts below are our arithmetic from the rates in SWDA's OMIP deck and the CCP-SME factsheet, before any cap. They use S$5,000 fixed monthly salary and exclude allowances.
| Programme and period | At 70% | At 90%, if eligible |
|---|---|---|
| OMIP: 6 months overseas | S$21,000 | n/a (70% only) |
| OMIP: 9 months overseas | S$31,500 | n/a (70% only) |
| CCP-SME: 3 months | S$10,500 | S$13,500 |
| CCP-WSTP: accepted BD role, 4 months | S$14,000 | S$18,000 |
| CCP-WSTP: trade or procurement track (also finance, risk), 6 months | S$21,000 | S$27,000 |
At the 70% rate SBF publishes, S$5,000 gives S$3,500 a month. OMIP's allowance support is on top of the salary figures.
The enhanced CCP rate covers eligible hires aged 40 and above or unemployed for six months or more. Check the person's eligibility before you budget for that rate.
Does the hire's age change the grant?
Yes, for the two CCPs. Both pay up to 90% of monthly salary, capped at S$7,500, for a hire aged 40 or above, or one who has been unemployed and looking for work for six months or more.
SBF's wholesale trade slides print the same 90% band as the CCP-SME factsheet. SWDA's OMIP deck prints a single 70% salary rate, so age doesn't lift the OMIP grant.
That matters for a regional role. Many strong candidates for a first regional post are mid-career. If yours is 40 or above, a CCP may pay a higher share than you expect. Our piece on grants for hiring older workers walks through how the 90% rate works.
Who should stop here?
Stop if a basic condition fails. More paperwork won't fix an unsuitable hire.
- You want funding for someone already on your payroll. We handle new hires only, not the redeployment of staff you already employ.
- For a CCP, the hire started more than about two months ago. A three-month window leaves too little room for a six-week review.
- The hire is a shareholder or related to the owners. The same applies to your immediate ex-staff.
- For OMIP, the hire has already worked in the proposed market.
- You can't pay the salary floor that applies.
Resolve the issue before treating support as part of your hiring budget.
What should you settle before you make the offer?
Settle the job and the salary before signing, then the timing. Leave enough room for review and clarification.
- Decide where the hire sits for six months. Write down the actual location and travel arrangement.
- Check headcount and turnover. Then check your SSIC code on your ACRA record.
- Set salary above the applicable floor. Use S$3,500 for CCP-SME and S$4,000 for OMIP.
- Plan to file within three months of starting. Read the three-month CCP application deadline. Approval and OJT must also start within the applicable window. SBF needs about six weeks to review and rejects files with less than four weeks left.
- Prepare a named application. SBF's document lists ask for the hire's CV and endorsed contract, so the application names your hire. The 12–15 weeks on our pricing page is for the approval-letter-first route, so plan these files around SBF's review time instead.
- For OMIP, get approval before departure. MOM said in February 2025 that OMIP would run till 2026. Ask SBF about later postings.
- Ask about unresolved conditions in writing. Confirm BD eligibility under CCP-WSTP and what follows 2026. ASME describes CCP-SME as “expected to last until December 2026”, “until further notice”.
Is three months of support worth filing for?
It can be, if the conversion is real and you'd hire the person anyway. It isn't worth bending a job description to fit.
Our arithmetic gives S$10,500 at 70% on S$5,000 over three months. That becomes S$13,500 at the 90% rate for hires aged 40 and above.
But support doesn't remove your upfront payroll commitment. Read when CCP money arrives: payment follows training.
A grant should support a sound hiring decision. It shouldn't create the reason to hire.
Check the hire before you sign the offer
Start with our CCP eligibility check. It takes about a minute and screens your company, Citizen/PR status, salary and timing.
Our own screen starts at S$3,000 basic monthly salary. That isn't the programme floor, so check the applicable threshold yourself.
After the check, our published payment options unlock. Review CCP consultancy pricing, or email us with your questions. Bring the proposed role and the candidate's background so we can discuss the actual hire.
Method
We reviewed every employer-facing document and form that SBF, ASME, SNEF and SWDA publish or link for these three programmes, as they stood on 30 September 2026. Each one was fetched and read where it would open. Salary floors were then checked against SBF's live programme pages.
Each row received a code: MATCH, STALE, EXPIRED-ONLY, NONE or FETCH-FAILED. These mean current, outdated, explicitly expired, no floor printed, or unavailable.
The frame held 23 items, including three template sheets and two forms. Two were copies of other files, so we counted each document once.
Eleven distinct documents printed a new-hire floor, eight printed none, and two failed to load. Three of the eleven are SBF's live programme pages, which match by definition because they set the reference. Every coded row was hand-checked.
The count measures published salary information, not the quality of an application or its approval prospects.
Limits
This review covers documents linked on one day, not every version ever published. Some were opened during source checks, before the plan was written. Our first frame missed nine items that SBF links; we added them, logged the change and recounted. It says nothing about how programme managers assess individual files.
We read figures in images by eye. An inaccessible document remains a gap. The findings show where employers can meet conflicting salary information. They don't establish which document an assessor would use for your application.

Frequently asked questions
These answers address common hiring decisions. Your application still needs to match the programme's conditions.
Can I use OMIP if my hire travels around the region from Singapore?
No. OMIP requires residence in one overseas market for six consecutive months, and scheduled frequent returns aren't permitted. A Singapore-based person visiting regional customers doesn't meet that arrangement. Start with the working pattern your business needs; regional travel isn't overseas immersion.
Can I claim CCP for SME Professionals for someone who already did business development elsewhere?
Only if they come from a non-SME, or the new role is substantially different. Previous business development experience alone doesn't settle eligibility. Compare the actual duties and check the connection exclusions for relatives, shareholders and ex-staff before relying on this route.
Is the CCP for Internationalisation Professionals still open?
We could not confirm that it is taking applications. It is not on SBF's current programme list, so we have not compared it here. That does not establish that it has ended. Get current confirmation from the programme manager before building your hiring budget around it.
Can I stack OMIP and a CCP for the same hire?
No, not at the same time for similar funding. SBF's OMIP page excludes concurrent similar funding and salary funding from other agencies. Choose the one route that fits your actual hire, and budget for that route's amount alone.
When does the salary support reach my company?
After training. CCP-SME pays after the OJT and three-day workshop are completed. SBF's wholesale trade slides describe claims taking about 15–18 weeks from quarterly cut-offs. It isn't money in hand when employment starts, so plan to pay salary while training and claims proceed.
SWDA funds these programmes; SBF, ASME and other programme managers run them. Rules change. So do floors and dates.
Figures are indicative, and eligibility is assessed case by case. Confirm with the programme manager first. CCP Consulting does not decide or influence any approval.

- We build your caseAudit, documentation and an SWDA-ready training curriculum, prepared by us.
- We submit and see it throughWe submit and liaise with SWDA through to your approval letter. Approval takes 12–15 weeks, depending on SWDA, and salary support starts only once the letter is issued.
The better route: get the approval letter first, then hire. It stays valid for six months, so you are not paying a full salary while the application waits.

Not sure whether your hire qualifies?
The eligibility check takes about a minute and costs nothing. If you do not qualify, we will say so.
And if you do qualify and we take the file on: either the subsidies come through, or the cost is on us. The terms, including how many resubmissions are covered, are published in full on the pricing page — nothing about them is decided here.
