Grant for Hiring Engineers in Singapore: Manufacturing CCPs That Pay Up to 90%
In short
We checked 10 manufacturing CCPs on two sources and 6 passed. Salary floors, months of support and what an engineering hire can recover in 2026.
If you're a manufacturer hiring switchers as engineers, assistant engineers or technicians, the grant for hiring engineers in Singapore is the sector Career Conversion Programme. It pays you up to 70% of salary while they train, or up to 90% for hires aged 40+ or long-term unemployed.
When we checked on 30 September 2026, 6 of 10 manufacturing CCPs on the government listing could be confirmed open to new hires on both the government page and the programme partner's own page.
Key takeaways
- 6 of 10 manufacturing CCPs passed our two-source check.
- 70% of salary, capped at S$5,000 a month, is the standard rate.
- 90%, capped at S$7,500 a month, is the enhanced rate for hires aged 40+ or unemployed six months or more.
- S$3,500 is the precision-engineering floor for an engineer.
- 3 months from the start date is when approval must land, not just when you file.
Is there a grant for hiring engineers from other industries?
Yes. The sector CCPs pay part of a new hire's salary while they train, as long as the job is substantially different from what they did before. They help most when you can't find experienced engineers and you're willing to train a switcher.
The question on SPETA's CCP page captures that hiring problem:
“Looking for Skilled Talent in Engineering, Operations or Technical Roles?”
You still choose the person. The grant pays for training time; it doesn't tell you who can learn the job.
The SWDA factsheet says funding goes to employers. You co-fund the remaining salary. This guide covers new hires only.
People searching for a hiring manufacturing engineer grant usually mean this salary support. If you're looking at career conversion programme engineering routes, start with your sector and the actual duties, not the job title. Our CCP grant guide for employers explains the wider employer framework.
What the government pays while your new engineer trains
Standard support is up to 70% of monthly salary, capped at S$5,000 a month. Enhanced support is up to 90%, capped at S$7,500 a month, according to SWDA's funding table.
The enhanced rate covers hires aged 40 and above, and long-term unemployed hires. Long-term unemployed means unemployed and actively seeking work for six months or more.
The government programme page sets these rates and commencement requirements. The CCP must start within the first three months of employment. Your partner must endorse the on-the-job training, or OJT, plan before it starts.
SWDA's CCP FAQ also requires approval within three months of the employment start date. Sending an application isn't the same as getting approval.
Pay above the cap and you still get support, just capped. Our guide explains how CCP salary support is calculated. Until approval lands, budget as if you're paying the full salary yourself, every month.
What does the programme partner check before the CCP starts?
Expect questions on the job, the contract and the training plan before any support starts. For the precision-engineering programmes, the government page lists four things you must be able to show.
- Your company is registered or incorporated in Singapore.
- The contract is permanent, or at least one year, for the CCP job, at market-rate pay.
- The new hire gets a sound on-the-job training plan that supports your company's growth.
- You'll work with SWDA or its appointed partner on the admin for the programme.
The partner has to validate and endorse that training plan before the CCP begins. So the plan isn't paperwork you finish later. Write it while you're still interviewing, and it'll be ready when your hire starts.
Which manufacturing CCPs take new hires in 2026?
The routes below passed our government-and-partner check. We group matching routes together, so this table isn't the census row count.
| Programme | Programme partner | New-hire salary floor (as printed) | Months of support for a new hire | Partner page confirms new hires? |
|---|---|---|---|---|
| Advanced Manufacturing Engineer / Assistant Engineer (PMET) | AutomationSG or SPETA | S$3,500 engineer; S$2,500 assistant engineer | 6 months | Yes (both) |
| Advanced Manufacturing Operator (rank-and-file) | AutomationSG or SPETA | S$2,500 | 3 months | Yes (both) |
| Aerospace Officer and Aerospace Executive | AAIS | none printed; market rate | 9 months | Yes |
| Electronics Engineer / Assistant Engineer | SSIA | pay range S$3,200-S$6,500 engineer; S$2,000-S$3,000 assistant engineer | 6 months | Yes |
AutomationSG's CCP page confirms its new-hire route. The SPETA-run government entry prints the matching engineer and assistant engineer terms.
The precision-engineering pages include automation, manufacturing, process and quality roles. They also include assistant engineers and technicians. The operator programme page sets out its separate floor and duration.
The aerospace government page makes support subject to funding availability and approval. The electronics government page prints pay ranges, while SSIA confirms Place-and-Train for new hires.
Read Place-and-Train versus Job Redesign when choosing the route. Only Place-and-Train is for new hires.
We checked 10 manufacturing CCPs on two sources: 6 passed
Six of the ten entries were confirmed on both sources. Two partner pages didn't describe a new-hire route with salary support paid to the employer, and one partner site blocked our fetcher, which left two entries unconfirmed.
We examined 10 entries across six manufacturing sectors on the government CCP listing. All government pages described a new-hire route with funding to employers. We then checked each partner's own page for that same route.
For Energy & Chemicals and Marine & Offshore, the partner pages we found didn't describe it, even though both have a government page. Biomedical Manufacturing's partner site refused our research fetcher. That left us unable to confirm those entries.
Write to the partner before planning a hire around those sectors. We leave their terms out of this guide. Missing confirmation isn't evidence that a programme is unavailable.
Several partner pages still carry the old agency name, Workforce Singapore, even though a government programme page notes that SkillsFuture Singapore and Workforce Singapore merged to form SWDA on 1 July 2026. That's a sign to ask, not a reason to worry. Ask about the route, the salary floor and the timing in one email.
The salary floor your offer letter must clear
Your offer must meet the chosen programme's salary requirement. There isn't a single manufacturing-wide floor.
For CCP precision engineering routes, the fixed monthly floor is S$3,500 for engineers. It's S$2,500 for assistant engineers or operators. Aerospace prints market rate without a numerical floor. Electronics prints a pay range.
Put the fixed monthly salary in the offer letter. A job title alone doesn't prove you've picked the right route, because partners look at the work itself. Ask the partner to match the duties to its programme.
Our explanation of what counts as a growth job role helps you frame that discussion. Describe the work the person will learn, rather than changing the title to fit.
Which grant for hiring engineers fits your plant? Our call
Choose by sector, duties and the person's previous work. These are our judgements on the scenarios below, before partner assessment.
| Scenario | Our call | Why |
|---|---|---|
| Precision-engineering SME hires a former F&B operations manager as a production engineer at S$4,200. | Advanced Manufacturing Engineer/Assistant Engineer CCP through AutomationSG or SPETA. | A real switch of career; six months at up to 70%. |
| The same plant hires a 45-year-old former logistics supervisor as an assistant engineer at S$2,800. | The same CCP, at the enhanced rate up to 90%. | Aged 40+, and S$2,800 clears the S$2,500 assistant engineer floor. |
| Electronics or semiconductor firm hires a former teacher as an electronics engineer at S$3,500. | Electronics Engineer/Assistant Engineer CCP through SSIA. | An engineering role in electronics, and S$3,500 sits inside the published pay range. |
| Aerospace maintenance firm hires someone from outside aerospace as an aerospace executive. | Aerospace CCP through AAIS; nine months. Start the file in week one. | The new-hire route fits, but AAIS wants approval inside the three-month look-back. |
| Poaching an experienced engineer from a competitor for the same job. | None for this scenario. | The conversion test fails. |
| Chemicals plant or shipyard hiring engineers. | Not confirmed by us. Get the new-hire route in writing first. | Our partner-page check couldn't confirm employer funding for that route. |
| Offering an assistant engineer S$2,300. | Raise the offer or expect no precision-engineering support. | The offer falls below the S$2,500 floor. |
How does the CCP compare with other hiring grants in Singapore?
For an engineering switcher, the CCP is the grant built for the situation: it pays part of the salary while the person learns a new job. Other grants for hiring in Singapore run on different rules, and not all of them suit a career switcher.
We've compared the main hiring grants in Singapore, side by side, in our guide to the government grant for hiring a Singaporean. Read it if your hire isn't a career switcher. For a switcher into a plant role, check the CCP first, because its three-month clock starts on your hire's first day.
What the support is worth on an engineer's salary
The amounts below are our arithmetic from published rates, before approval. Each is an “up to” illustration using fixed monthly salary, before any cap.
| Hire and monthly salary | Support period | Up to 70% total | Up to 90% total |
|---|---|---|---|
| Engineer: S$3,500 | 6 months | S$14,700 | S$18,900 |
| Engineer: S$5,000 | 6 months | S$21,000 | S$27,000 |
| Assistant engineer: S$2,500 | 6 months | S$10,500 | S$13,500 |
| Operator: S$2,500 | 3 months | S$5,250 | S$6,750 |
| Aerospace executive: S$4,000 | 9 months | S$25,200 | S$32,400 |
| Electronics engineer: S$3,200 | 6 months | S$13,440 | S$17,280 |
For the S$3,500 engineer, monthly support is S$2,450 or S$3,150 respectively. Our grant for hiring older workers guide explains the mature-hire route.
For three hires at once, using the published rates at 70%, an engineer on S$4,000 brings up to S$2,800 a month, and two assistant engineers on S$2,800 bring up to S$1,960 each. That's S$6,720 a month, or S$40,320 over six months.
Support arrives only after approval. Our reading is that each hire runs on their own start date, so three hires mean three separate three-month windows.
Who should not plan around these CCPs
Stop here if any of these apply. It's kinder to know now than after the offer letter.
- You want funding for someone already on your payroll. We handle new hires only, not the redeployment of staff you already employ.
- Your hire started more than about two months ago. This is our timing warning, not a different official deadline.
- The person is a shareholder, related to the owners or your immediate ex-staff.
- They did the same job before and have no two-year employment gap.
- You can't pay the salary floor that applies.
- You need a contract shorter than one year.
What to settle before the offer letter goes out
Settle the route and the offer terms before signing. Then prepare the application around the person's actual start date.
- Pick the programme and one partner. Give that partner a clear description of the engineering work.
- Get the terms in writing. Ask them to confirm the new-hire route, salary floor and support months.
- Set the fixed monthly salary. Make sure the offer meets the applicable floor.
- Check the person. They must be a Singapore Citizen or PR, aged 21 or over, and at least two years past their last graduation or NS. The role must be substantially different from their last job. Shareholders, the owners' relatives and your immediate ex-staff don't qualify.
- Draft the OJT plan for endorsement. Describe what the person needs to learn. Where classroom training is required, check the CCP course fee subsidy separately.
- File in the first weeks after starting. Read the three-month CCP application deadline: approval must land within that window. AAIS requires the application, clarifications and approval within its three-month look-back.
- Allow for assessment time. In our practice, approval takes 12 to 15 weeks. Support only starts once the letter is issued. That leaves very little room against the three-month rule, so don't wait for probation to end.
Is six months of support worth the paperwork for one engineer?
It can be, when the person is a real switcher you'd hire anyway. It isn't worth bending a job title to fit.
For an engineer earning S$3,500, six months at the published 70% rate means up to S$14,700. At 90%, the illustration becomes S$18,900.
Weigh it against your readiness to train the person properly. The test we use is simple: would you hire them without the grant?
If yes, the paperwork is worth doing. If the grant is the only reason for the hire, don't make the hire.
Check your engineering hire before you sign
Run our eligibility check before the offer goes out. It takes about a minute and asks about your hire's status, salary and start date.
One honest catch: our own screen starts at a basic salary of S$3,000. That's above the S$2,500 floor for assistant engineers and operators. For those hires, email us instead and we'll look at the role directly.
Check each proposed role and person. Clearing the check unlocks the payment options, and our pricing is published, so you can review it before proceeding.
Method
Our frame was every entry listed under Aerospace, Biomedical Manufacturing, Electronics, Energy & Chemicals, Marine & Offshore and Precision Engineering on the government CCP listing on 30 September 2026: 10 entries. We wrote and fixed the plan before collecting anything.
A fetcher that identifies itself by name (our script, version 1) saved each government page and each partner's own CCP page. We found partner pages in a fixed order: a link on the government page, then the partner's own site, then a web search limited to that site. We coded each partner page CONFIRMS, SILENT or FETCH-FAILED, and we checked every row by hand. An entry counted only when both pages showed a new-hire route with salary support paid to the employer.
Limits
We read these pages on one day, and pages change. The check can't show how a partner will assess your file, or how much funding is left.
A partner page our search missed may exist. One partner blocked our fetcher, so we couldn't confirm it that way. We also opened six government pages before we wrote the plan.

Frequently asked questions
Short answers to the questions plant and HR managers ask us most about engineering hires.
Can I get the grant for an engineer who already worked as an engineer in another industry?
Usually no: the new role must be substantially different. Moving industries alone doesn't establish that change. The government criteria allow an exception for a continuous employment gap of at least two years. Ask the partner to assess the previous and proposed duties, rather than relying on the title.
Does the grant for hiring engineers cover assistant engineers and technicians?
Yes, precision engineering includes assistant engineers and technicians. The assistant engineer floor is S$2,500, with six months of support. The separate operator track has a S$2,500 floor and three months of support.
Electronics also covers assistant engineers. Let the partner pick the track from the actual duties.
Can the engineer work part-time under the CCP?
Yes. Since 1 April 2025, the government pages have accepted full-time or flexi-load Place-and-Train arrangements. AAIS's page still says full-time employment, so ask AAIS about aerospace roles.
Don't assume the wording is aligned across sources. Our guide to part-time and flexi-load CCP hires explains the issue.
What if my engineer's salary is above the support cap?
You still get support at the applicable rate, up to the monthly cap. Those caps are S$5,000 for standard support and S$7,500 for enhanced support, and SWDA's FAQ confirms a higher salary still qualifies. A higher salary doesn't remove the cap. Treat the support calculation separately from the salary you've agreed to pay your engineer.
Is there a CCP for chemicals or marine engineers?
Both sectors appear on the government page, but we couldn't confirm their new-hire routes. The partner pages we found didn't describe new-hire employer funding. Write to the partner before planning the hire. Ask for confirmation in writing so your offer doesn't depend on an assumption our research couldn't verify.
Before you count on the grant for hiring engineers, match the person, the duties and the offer to one programme, and get the partner's answer in writing.
SWDA funds these programmes and appointed programme partners run them. Rules, floors and dates change.
Figures are indicative. Eligibility is assessed case by case, so confirm with the partner before committing to a hire. CCP Consulting does not decide or influence any approval.

Not sure whether your hire qualifies?
The eligibility check takes about a minute and costs nothing. If you do not qualify, we will say so.
And if you do qualify and we take the file on: either the subsidies come through, or the cost is on us. The terms, including how many resubmissions are covered, are published in full on the pricing page — nothing about them is decided here.
