Construction Hiring Grant Singapore: The S$3,200 CCP Route

In short

Hiring a site supervisor, APM or QS from another industry? The Built Environment CCP pays up to 70-90% of salary for 6 months if the offer clears S$3,200.

In short: Yes. The construction hiring grant in Singapore is the CCP for Built Environment Professionals, run with SCAL. Per the government programme page, it pays up to 70% or 90% of a career switcher's salary for six months if the offer is at least S$3,200. Approval must land within 3 months of the start date. In our count, 14 of 829 company-specific CCP listings sit with construction firms or roles. Filing with us starts with a SGD 100 consultation, then SGD 2,250 to proceed.

Key takeaways

  • The construction CCP did not disappear. The single-role programmes for BIM, construction management and resident technical officers now bounce to the generic listing, and one combined programme, partnered with SCAL, is live. Its page is dated 14 July 2026.
  • That programme sets its own floor, per the programme page: a minimum salary of S$3,200, higher than the S$3,000 screen we use at intake.
  • In our count of the government's CCP list on 5 October 2026, 14 company-specific listings were held by construction firms or named a construction role. Half of the 10 held by builders named a project, site or engineering role; the other half were sales, procurement, solar-account or unstated manager roles.
  • In the same day's newest job ads on MyCareersFuture, 34 of 100 quantity surveyor ads and 26 of 100 site supervisor ads offered a minimum under S$3,200.

The chart shows the Built Environment CCP's S$3,200 floor, 14 of 829 company-specific CCP listings in construction, and 34 of 100 quantity surveyor and 26 of 100 site supervisor ads starting below S$3,200. Data: CCP Consulting count, 5 October 2026.

Is there a grant for hiring in construction?

Yes, and it is aimed at people moving into the built environment from somewhere else. The Skills and Workforce Development Agency (SWDA) partnered SCAL to run the CCP for Built Environment Professionals. In its Place-and-Train mode, a firm hires a mid-career jobseeker into a new role and trains them on the job. The government reimburses part of the salary during that training.

The word that matters is conversion. The programme page says the new role "should be different from the previous job role and requires substantial reskilling". A quantity surveyor poached from another contractor is not a conversion. A logistics planner retraining as an assistant project manager can be.

It funds new hires only on this route. Existing staff moving into a redesigned role sit on a separate Job Redesign track, which this page does not cover. For how the grant works across every sector, start with our CCP grant guide for employers.

What does the Built Environment CCP pay on a site salary?

The rates are national; the training length is the programme's. The programme page lists up to 70% of monthly salary, capped at $5,000 a month, and up to 90%, capped at $7,500, for Singapore Citizens or PRs who are 40 or older or have been unemployed for at least six months. Place-and-Train runs for six months. SCAL's own CCPBEP page also mentions training subsidies of up to 70%.

Monthly salary on the offer Up to 70% for 6 months Up to 90% for 6 months (40+ or long-term unemployed)
S$3,200 (the programme floor) S$13,440 S$17,280
S$3,500 (median minimum, site supervisor and QS ads) S$14,700 S$18,900
S$4,500 (median minimum, assistant project manager ads) S$18,900 S$24,300

Our arithmetic: salary × rate × 6 months. None of these salaries reaches the monthly caps. Every figure is a ceiling: the page says support is "subject to funding availability and approval".

Which means: on a typical site salary, the support can cover most of the first half-year's pay for the right hire. The 90% rate applies to the person, not the firm. If your candidate is 40 or over, our page on the 90% rate for hires aged 40 and over explains how that tier is applied.

The pay floor on this programme is S$3,200

SWDA's general rules print no salary figure. The Built Environment programme does. Its employer criteria on the programme page say the firm must "offer a minimum salary of $3,200". Our own eligibility check screens at S$3,000 basic, before allowances and CPF. That is our screen, not this programme's floor. For a construction hire under this programme, write S$3,200 or more on the offer letter. Our page on CCP minimum salary in 2026 compares the floors programme by programme.

Construction pays well, so most offers clear it. Not all do. We read the 100 newest ads for three site roles on MyCareersFuture on 5 October 2026:

Role (100 newest ads each) Median advertised minimum Under S$3,000 Under S$3,200
Site supervisor S$3,500 12 26
Assistant project manager S$4,500 2 15
Quantity surveyor S$3,500 11 34

Source: our read of MyCareersFuture searches, 5 October 2026, using each ad's advertised minimum. Ads show asking pay, not signed contracts.

Which means (source: our read in the table above): a third of quantity surveyor offers start below this programme's floor. If your range starts at S$3,000, decide the higher number before you advertise, not after a candidate says yes.

Which roles does the programme name?

The programme page groups roles into functional tracks and gives examples. For the complete role list, it sends you to the built environment Skills Framework.

Track Example roles on the page
Construction management Site Supervisor, Engineer
Project management Assistant Project Manager, Project Manager Executive
Quantity surveying Assistant Quantity Surveyor
BIM and digital delivery management BIM Coordinator
Construction management (production) Production Supervisor, Quality Control Supervisor
Architectural and engineering consultancy and design Architectural Assistant, Architectural Associate, Civil and Structural Engineer, Assistant Mechanical Engineer

If your hire is a sustainability role inside a building firm, our note on CCP for sustainability roles covers the separate options.

Who counts as a new hire on a construction site?

The programme page sets these tests for Place-and-Train. Each one is about the person, so check them before you shortlist:

  • Two years out. Your hire needs at least 2 years since graduating or finishing National Service, counted to the application date. An ad that says "Quantity Surveyor (Fresh Graduates Welcome)" describes a hire this grant will not fund.
  • A real switch. The new role must differ from the last one and need substantial reskilling.
  • Newly hired. The person must be a newly hired PMET, not more than 3 months from the date of employment.
  • Not a returnee. They must not be immediate ex-staff of your company or a related entity.
  • Not connected. They must not be a shareholder or related to the owners. Our page on the four CCP exclusions sets these out.
  • Eligible person. A Singapore Citizen or PR, at least 21 years old.

On timing, SWDA's own CCP FAQs say approval has to land within three months of the hire's first day. That is a deadline on approval, not on filing. Our page on the 3-month CCP approval deadline explains why hiring first and filing later is the riskiest order.

14 company-specific listings: what builders actually filed

The government's CCP list on MyCareersFuture also carries company-specific entries: a role, a firm and an application number. We read every one of them on 5 October 2026. Of 829 company-specific listings, 14 were held by construction firms or named a construction role. All 14 were live, with listing dates from July to August 2026 and expiry dates from June to November 2027.

What the listing names Listings held by builders (10) Listings matched on role only (4)
Project manager 3 0
Construction operations manager 1 0
Project engineer or BIM/CAD engineer 1 4
Other roles (business development, procurement, solar account, an unstated manager role, an electrical technician) 6 0

A listing can name more than one role, and two firms hold two listings each, so we count listings, never firms. "Role only" means the firm's name carries no construction word; we do not call those firms builders.

Which means (source: our census in the table above): builders split their company-specific approvals about evenly between project or site roles and office or commercial roles. The site, project and survey roles already have a programme of their own. MyCareersFuture does not say which partner approved each company listing, so treat that route as something to confirm, not assume.

Three routes for a construction hire: our call

Here is how we would read the options for a builder in 2026. This is our view from the sources above, not an SWDA ruling.

  1. Built Environment CCP through SCAL. Our default for site supervisors, assistant project managers, quantity surveyors, BIM coordinators and engineers. Floor S$3,200 and six months of support, per the programme page. Candidates apply through SWDA's CCP portal and are passed to firms via SCAL. For an engineering hire outside the built environment, see our guide to the grant for hiring engineers.
  2. CCP for SME Professionals. Worth a look when the role is not on the built environment list, such as a business development or operations hire, and your firm is an SME. The programme factsheet lists Project Management among its role areas. SBF's page caps the firm at 200 staff or S$100 million in sales, and puts the fixed-pay floor at S$3,500 a month (lowered to S$3,000 only for files lodged and approved by 30 June 2026). Our guide to CCP for SME Professionals covers the rest.
  3. A company-specific listing. Our count shows builders hold them, about half for non-site roles. The approving partner is not published, so settle it with whoever files for you before the offer goes out.

For a site role, start with route 1. Route 2 suits office roles at an SME. Route 3 is the one to question hardest.

The older programme pages you may still find

The government's BuildSG page for mid-career switchers carries an 18 June 2026 update date, and it still points to five separate construction CCPs, one per role. On 5 October 2026, four of those links (BIM professionals, construction management professionals, resident technical officers and sustainability professionals) returned to the generic CCP listing. The fifth, for facilities specialists and technicians, still loads, but its page reads "Accurate as of 13 Mar 2023".

Which means: if you searched once, found a dead programme and gave up, check again. Several of those roles now appear as examples in the combined programme's tracks. Our reading is that the combined page is the current one. SWDA has not published a note saying so.

When is this grant the wrong plan?

Some construction hires should go ahead on normal terms. Skip this grant if:

  • the person graduated or finished NS less than two years ago;
  • they already did this job elsewhere, so there is no conversion to fund;
  • they worked for you, or a related company, just before;
  • they own shares or are related to the owners;
  • your offer is under the S$3,200 floor set on the programme page and you will not raise it;
  • the person has already started and too little of the 3-month approval window is left.

What to settle before the offer letter goes out

  1. The person. Check the two-year rule, the switch of career and the exclusions above. Do this before you shortlist, not after.
  2. The pay. Write S$3,200 or more as the monthly salary, per the programme page. We screen at S$3,000 basic, before allowances and CPF, and this programme sits above that line.
  3. The route. Site role: the SCAL programme. Office role at an SME: compare SME Professionals. Anything else: confirm with your filer.
  4. The training plan. The programme caps classroom time at 20% of Place-and-Train; the rest is on-the-job training. Our guide on how to write the OJT training plan shows what a plan should hold.
  5. The clock. Approval must land within 3 months of the start date. Our pricing page gives an expected approval time of week 12 to 15, so file before the hire starts.
  6. The cost. Filing with us starts with a SGD 100 consultation, then SGD 2,250 to proceed and SGD 2,250 on approval; the other option and its terms are on our pricing page.

Check the role before you sign

Before the offer letter goes out, run our one-minute eligibility check on the role and the person. If it clears, the published payment options unlock and we file. If it doesn't, you'll know before you have committed to a salary or a start date. Questions? Email us.

FAQ

How do I apply for the Built Environment CCP as an employer?

Per the programme page, firms that want to take part contact SCAL, the programme partner. Candidates for Place-and-Train apply through SWDA's CCP portal and name the roles they want; SCAL passes applications to participating firms, which interview and make the offer. For Place-and-Train, the page says SCAL may then issue a Funding Agreement to your company.

Does hiring a local site supervisor help my S Pass quota?

The CCP and the S Pass quota are separate rules, so treat any quota effect as a separate question. Our page on how to increase S Pass quota walks through how local hires enter the quota and where a CCP hire fits. Check that maths before you count on it.

Is there a grant for hiring older workers in construction?

Yes, inside this same programme. Per the programme page, the rate rises to up to 90%, capped at $7,500 a month, for Singapore Citizens or PRs aged 40 and over, or unemployed for at least six months. The hire still has to be a career switcher and clear the S$3,200 floor.

What other hiring grants can a building firm use?

CCP is the one that pays part of salary while a career switcher trains. Other schemes for hiring Singaporeans have different tests. Our guide to the government grant for hiring a Singaporean compares them, so you can match the scheme to the hire before the offer letter.

Method

On 5 October 2026 we fetched the government programme page for the CCP for Built Environment Professionals, SCAL's programme page and BuildSG's mid-careerists page, and tested every CCP link on the BuildSG page. We fetched the full CCP scheme list from the MyCareersFuture API once, with a named user agent, and saved it with its checksum. The frame was every company-specific entry naming a firm and an application number: 829 of 1,153. An entry was in scope if the firm name carried a construction, builder, contractor, civil, piling or M&E word, or the role text named a construction, site, quantity surveying, BIM or project engineer role. Interior and renovation firms were left out; we count them in a separate article. That rule was written into the collection script before roles were coded. All 14 in-scope entries were read by hand. Pay comes from the 100 newest ads for each of three role searches on MyCareersFuture the same day.

Limits

A listing shows an approved company-specific CCP. It does not show how many people were hired, what they are paid, or which partner approved it. Our name-based rule misses builders whose names carry no construction word, and it includes four entries we cannot place in the industry. Ads show asking pay, not contracts. Only 41 of the 100 site supervisor ads on MyCareersFuture carried both words in the title; on that subset the median minimum was the same, S$3,500. All readings are one day's snapshot.

Not sure whether your hire qualifies?

The eligibility check takes about a minute and costs nothing. If you do not qualify, we will say so.

And if you do qualify and we take the file on: either the subsidies come through, or the cost is on us. The terms, including how many resubmissions are covered, are published in full on the pricing page — nothing about them is decided here.
